NECESARIO ESTABLECER Y PONER EN OPERACI\u00d3N LAS ESCUELAS DE ARTE EN LAS 16 ALCALD\u00cdAS: DIP. MARGARITA SALDA\u00d1A<\/h3>\n

La vicepresidenta de la Comisi\u00f3n de Cultura del Congreso de la Ciudad<\/div>\n
de M\u00e9xico, diputada Margarita Salda\u00f1a Hern\u00e1ndez present\u00f3 un punto de<\/div>\n
acuerdo en el que se exhorta a los titulares de las 16 alcald\u00edas de la<\/div>\n
Ciudad de M\u00e9xico a que en el \u00e1mbito de sus respectivas competencias<\/div>\n
implementen, en coordinaci\u00f3n con la Secretar\u00eda de Cultura federal y<\/div>\n
local, las acciones conducentes para la construcci\u00f3n, establecimiento y<\/div>\n
operaci\u00f3n de las escuelas de arte, a las que hace referencia el<\/div>\n
Art\u00edculo 9\u00ba Transitorio de la Constituci\u00f3n Pol\u00edtica de la Ciudad de<\/div>\n
M\u00e9xico.<\/div>\n
\u00a0<\/div>\n
As\u00ed como para que designen en las Unidades Administrativas a su cargo,<\/div>\n
el nombramiento de un responsable y de la estructura necesaria para la<\/div>\n
implementaci\u00f3n progresiva y contin\u00faa hasta su conclusi\u00f3n de las<\/div>\n
mismas.<\/div>\n
\u00a0<\/div>\n
Al hacer su exposici\u00f3n de motivos, la tambi\u00e9n integrante de la<\/div>\n
Fracci\u00f3n Parlamentaria del PAN, indic\u00f3 que la Asamblea Constituyente<\/div>\n
de la Ciudad de M\u00e9xico reconoci\u00f3 los derechos culturales de los<\/div>\n
capitalinos como parte de los derechos humanos, considerando de suma<\/div>\n
importancia plasmar en la carta fundacional, la materializaci\u00f3n de esos<\/div>\n
derechos de forma profesional a trav\u00e9s del establecimiento de escuelas<\/div>\n
de arte en cada una de las 16 alcald\u00edas.<\/div>\n
\u00a0<\/div>\n
Agreg\u00f3 que de acuerdo a un diagn\u00f3stico realizado por la Comisi\u00f3n de<\/div>\n
Derechos Humanos local, denominado “Diagn\u00f3stico y Programa de<\/div>\n
Derechos Humanos de la Ciudad de M\u00e9xico”, se menciona que, los<\/div>\n
problemas como la concentraci\u00f3n territorial de la infraestructura<\/div>\n
cultural, la restricci\u00f3n presupuestal, los esfuerzos limitados por<\/div>\n
impulsar la formaci\u00f3n art\u00edstica o cultural, la falta de coordinaci\u00f3n<\/div>\n
interinstitucional y la necesidad de fortalecer los espacios alternos<\/div>\n
para la expresi\u00f3n de la cultura popular, entre otros, constituyen<\/div>\n
importantes retos que debe atender la pol\u00edtica cultural de la ciudad<\/div>\n
para promover y proteger integralmente la amplia diversidad que la<\/div>\n
caracteriza.<\/div>\n
\u00a0<\/div>\n
Por lo que dijo, “es deber de todos nosotros, los integrantes de esta<\/div>\n
I Legislatura, poner los cimientos necesarios para que la autoridad<\/div>\n
administrativa cumpla con el mandato Constitucional” y los Alcaldes<\/div>\n
decidan, de acuerdo a las necesidades de su poblaci\u00f3n, qu\u00e9 nivel de<\/div>\n
estudios se impartir\u00e1n en dichos centros educativos, conforme a lo<\/div>\n
establecido por el INBA: iniciaci\u00f3n art\u00edstica, medio superior, nivel<\/div>\n
