class=\"s14\"><span class=\"bumpedFont15\">INVALIDA SCJN REFORMA EN MATERIA ELECTORAL A LA CONSTITUCI\u00d3N DE VERACRUZ POR FALTA DE CONSULTA A LAS COMUNIDADES IND\u00cdGENAS Y AFROMEXICANAS<\/span><\/span><\/p>\n<p>Por Redacci\u00f3n QP<\/p>\n<p class=\"s15\"><span class=\"s12\"><span class=\"bumpedFont15\">La Suprema Corte de Justicia de la Naci\u00f3n (SCJN), en sesi\u00f3n remota del Tribunal Pleno, efectuada a trav\u00e9s del sistema de videoconferencia, invalid\u00f3 el Decreto 576, por el que se reformaron y adicionaron diversas disposiciones de la Constituci\u00f3n Pol\u00edtica del Estado Libre y Soberano de Veracruz de Ignacio de la Llave, publicado en la Gaceta Oficial de esa entidad el 22 de junio de 2020, por falta de consulta a las comunidades ind\u00edgenas y afromexicanas de la entidad.<\/span><\/span><\/p>\n<p class=\"s15\"><span class=\"s12\"><span class=\"bumpedFont15\">El Pleno determin\u00f3 que el contenido del decreto impugnado incid\u00eda directamente en los intereses de los pueblos y comunidades ind\u00edgenas y afromexicanas del Estado, por lo que, conforme a los art\u00edculos 2\u00b0 de la Constituci\u00f3n General y 6 del Convenio 169 de la OIT, las autoridades locales se encontraban obligadas a realizar una consulta de forma previa, libre, informada, culturalmente adecuada y de buena fe en la que participaran dichos grupos.<\/span><\/span><\/p>\n<p class=\"s15\"><span class=\"s12\"><span class=\"bumpedFont15\">Como parte de los efectos, dado que el decreto invalidado reformaba y adicionaba disposiciones en materia electoral, en la que debe regir como principio rector el de certeza, el Pleno determin\u00f3 la reviviscencia, es decir, el restablecimiento de la vigencia, de las normas anteriores a las reformadas, las cuales no podr\u00e1n ser reformadas durante el proceso electoral pr\u00f3ximo a inicial, salvo que se trate de modificaciones no fundamentales.<\/span><\/span><\/p>\n<p class=\"s15\"><span class=\"s16\"><span class=\"bumpedFont15\">Acciones de inconstitucionalidad 148\/2020 y sus acumuladas 150\/2020, 152\/2020, 153\/2020, 154\/2020, 229\/2020, 230\/2020 y 252\/2020 promovidas por los partidos pol\u00edticos Local \u00a1Podemos!, de la Revoluci\u00f3n Democr\u00e1tica, Revolucionario Institucional, Acci\u00f3n Nacional, Local Todos por Veracruz, Movimiento Ciudadano, demandando la invalidez del Decreto 576 que reforma y adiciona diversas disposiciones de la Constituci\u00f3n Pol\u00edtica del Estado Libre y <\/span><\/span><a name=\"_GoBack\"><\/a><span class=\"s16\"><span class=\"bumpedFont15\">Soberano de Veracruz de Ignacio de la Llave, publicado en la Gaceta Oficial de esa entidad de 22 de junio de
