EJERCICIO FISCAL 2019 EN LA ALCALD\u00cdA DE VENUSTIANO CARRANZA<\/h3>\n<p>Por Nancy Herrera Guerrero<\/p>\n<div dir=\"ltr\">Integrantes de la Comisi\u00f3n de Presupuesto y Cuenta P\u00fablica del<\/div>\n<div dir=\"ltr\">Congreso de la Ciudad de M\u00e9xico recibieron al alcalde en Venustiano<\/div>\n<div dir=\"ltr\">Carranza, Julio C\u00e9sar Moreno Rivera, para escuchar y conocer el<\/div>\n<div dir=\"ltr\">proyecto de presupuesto para el ejercicio fiscal 2019.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">En la reuni\u00f3n de trabajo, la diputada Lizette Clavel S\u00e1nchez, del<\/div>\n<div dir=\"ltr\">Grupo Parlamentario del PT, coment\u00f3 que la alcald\u00eda es de las m\u00e1s<\/div>\n<div dir=\"ltr\">importantes en materia de comercio, aunque en ella tambi\u00e9n se concentra<\/div>\n<div dir=\"ltr\">un alto porcentaje de venta informal, por lo que requiri\u00f3 informaci\u00f3n<\/div>\n<div dir=\"ltr\">sobre programas de fomento de regularizaci\u00f3n.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">Adem\u00e1s, se refiri\u00f3 a los laudos vigentes, y que son tema recurrente en<\/div>\n<div dir=\"ltr\">las alcald\u00edas. &#8220;Es importante reconocer, primero, que el laudo no es<\/div>\n<div dir=\"ltr\">para opinar si es justo o no, \u00e9ste se debe cumplir; por eso le pregunto<\/div>\n<div dir=\"ltr\">si se tiene pensado, en el presupuesto del siguiente a\u00f1o, una partida<\/div>\n<div dir=\"ltr\">exclusiva para el pago de laudos&#8221;.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">Por el PRD, la diputada Evelyn Parra \u00c1lvarez, felicit\u00f3 al funcionario<\/div>\n<div dir=\"ltr\">p\u00fablico, ya que, dijo, \u00e9ste present\u00f3 diversos proyectos que<\/div>\n<div dir=\"ltr\">beneficiar\u00e1n a la poblaci\u00f3n como es el colector para evitar<\/div>\n<div dir=\"ltr\">inundaciones. &#8220;Adem\u00e1s propone acciones para mejorar la calidad de<\/div>\n<div dir=\"ltr\">vida de quienes habitan en aquella alcald\u00eda, como es la perforaci\u00f3n de<\/div>\n<div dir=\"ltr\">un pozo e instalaci\u00f3n de plantas potabilizadoras&#8221;.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">Le dijo al servidor p\u00fablico que desde el Congreso de la Ciudad de<\/div>\n<div dir=\"ltr\">M\u00e9xico habr\u00e1 voluntad pol\u00edtica para destinar los recursos econ\u00f3micos<\/div>\n<div dir=\"ltr\">necesarios para proyectos relevantes, como es el parque lineal<\/div>\n<div dir=\"ltr\">ecol\u00f3gico.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">En tanto, la diputada Am\u00e9rica Alejandra Rangel Lorenzana, del Grupo<\/div>\n<div dir=\"ltr\">Parlamentario del Partido Acci\u00f3n Nacional, solicit\u00f3 detalles sobre la<\/div>\n<div dir=\"ltr\">aplicaci\u00f3n de las econom\u00edas destinadas para el fortalecimiento de las<\/div>\n<div dir=\"ltr\">alcald\u00edas, &#8220;observamos que se ejercieron 10 millones, me gustar\u00eda<\/div>\n<div dir=\"ltr\">saber en qu\u00e9 se aplicar\u00e1 el resto&#8221;.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">&#8220;Como presidenta de la Comisi\u00f3n de Desarrollo Metropolitano de este<\/div>\n<div dir=\"ltr\">Congreso de la Ciudad de M\u00e9xico, me gustar\u00eda saber si tiene programada<\/div>\n<div dir=\"ltr\">una estrategia de obra, porque la alcald\u00eda tiene l\u00edmites con el Estado<\/div>\n<div dir=\"ltr\">de M\u00e9xico&#8221;, dijo.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">Por la fracci\u00f3n parlamentaria de MORENA, el diputado Carlos Hern\u00e1ndez<\/div>\n<div dir=\"ltr\">Mir\u00f3n, pidi\u00f3\u00a0 detalles sobre el estado en el que recibi\u00f3 la alcald\u00eda<\/div>\n<div dir=\"ltr\">de Venustiano Carranza, as\u00ed como las acciones que se realizan o se<\/div>\n<div dir=\"ltr\">efectuar\u00e1n en materia de seguridad p\u00fablica.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">A decir del legislador, llama la atenci\u00f3n que en el Cap\u00edtulo 4000, que<\/div>\n<div dir=\"ltr\">se refiere a programas sociales, en el a\u00f1o 2017 se tuvo una econom\u00eda<\/div>\n<div dir=\"ltr\">de 90 millones de pesos; en el a\u00f1o 2018 el monto aument\u00f3; &#8220;sin<\/div>\n<div dir=\"ltr\">embargo, para el siguiente a\u00f1o usted disminuye el monto&#8221;.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">Tambi\u00e9n por el Grupo Parlamentario de MORENA, la diputada Mar\u00eda de<\/div>\n<div dir=\"ltr\">Lourdes Paz Reyes, resalt\u00f3 que los integrantes del Poder Legislativo<\/div>\n<div dir=\"ltr\">local tienen el \u00e1nimo de dotar a las alcald\u00edas de los recursos<\/div>\n<div dir=\"ltr\">necesarios y que \u00e9stos se ejerzan en beneficio de la ciudadan\u00eda.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">Se refiri\u00f3 a los laudos e indic\u00f3 que es prudente no omitir los<\/div>\n<div dir=\"ltr\">pendientes jur\u00eddicos que se tienen en la administraci\u00f3n, ya que los<\/div>\n<div dir=\"ltr\">resultados por el incumplimiento derivan en el retiro del servidor<\/div>\n<div dir=\"ltr\">p\u00fablico electo por la ciudadan\u00eda.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">DEBIDO A LAS MODIFICACIONES PRESUPUESTALES DE LA SECRETAR\u00cdA DE<\/div>\n<div dir=\"ltr\">FINANZAS, LA ALCALD\u00cdA TIENE UNA P\u00c9RDIDA CERCANA A 200 MILLONES DE<\/div>\n<div dir=\"ltr\">PESOS: JULIO C\u00c9SAR MORENO<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">En su oportunidad, el alcalde en Venustiano Carranza, Julio C\u00e9sar<\/div>\n<div dir=\"ltr\">Moreno Rivera, asegur\u00f3 que debido a las modificaciones presupuestales<\/div>\n<div dir=\"ltr\">realizadas por la Secretar\u00eda de Finanzas del Gobierno de la Ciudad de<\/div>\n<div dir=\"ltr\">M\u00e9xico, la alcald\u00eda tiene una p\u00e9rdida cercana a 200 millones de<\/div>\n<div dir=\"ltr\">pesos.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">A los diputados les pidi\u00f3 respetar lo establecido en el art\u00edculo sexto<\/div>\n<div dir=\"ltr\">transitorio de la Constituci\u00f3n local y el mandato del art\u00edculo 134 de<\/div>\n<div dir=\"ltr\">la Ley Org\u00e1nica de Alcald\u00edas, es decir, que el Congreso prevea en el<\/div>\n<div dir=\"ltr\">Proyecto de Presupuesto de Egresos 2019 el Fondo Adicional de<\/div>\n<div dir=\"ltr\">Financiamiento de las Alcald\u00edas.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">En este sentido, dijo, para el ejercicio fiscal 2019, se destinar\u00e1 16<\/div>\n<div dir=\"ltr\">por ciento de econom\u00edas para proyectos de infraestructura, equipamiento<\/div>\n<div dir=\"ltr\">urbano y servicios p\u00fablicos en las 80 colonias de la alcald\u00eda.<\/div>\n<div dir=\"ltr\">\u00a0<\/div>\n<div dir=\"ltr\">&#8220;Les pedir\u00eda que aprovechando el mandato establecido en la<\/div>\n<div dir=\"ltr\">Constituci\u00f3n Pol\u00edtica de la Ciudad de M\u00e9xico, nos apoyen y regresen<\/div>\n<div dir=\"ltr\">el techo presupuestal, y despu\u00e9s nos apoyen en los siguientes<\/div>\n<div
